Title: [PATCH] FIX: set `Percent Electricity' in new game dialog

sets->set_electricity_promille was given the amount in percent, not
promille.  This was introduced in r2151.

Why was this moved to 'Solved Bug Reports'?  The patch wasn't applied to SVN yet.
