Title: Extension request: add translation rules section

In order to avoid bad or confusing translations, I suggest to include a new translation rules section at the frontpage, based on this HOW-TO (http://archive.forum.simutrans.com/topic/07976.0/index.html) written by prissi.

I planed include this rules in SimuTranslator


The section SimuTranslator-Help is very old. For this my english is very bad.
