Title: Not possible to make new topic in bug reports?

Why am I not allowed to post in bug report forum ?????!!
My user does not have the new topic button.
Is this now only for chosen users, and will there will be another form of bug notification, or is this just wrong configured forum?

You must post in "New Requests". Then it will be moved.
