Lol new to this game.
How come every time I set a minimal leaving number, and whenever that bus leaves a station, it resets, and leaves with nobody?

What do you mean "it resets"? Does the minimum percentage get reset to 0 again or does it appear that the bus ignores the minimum ?

What PAK are you playing? eg PAK64 , PAK128 - and what version of Simutrans are you playing ?

Check the "Max. Waiting Time". If it's 0, it will not wait at all to fill up.
