The public player is meant to be some kind of super-user. This patch allows the public player to remove ways (bridges, tunnels, signs, overhead wires, depots) of other players.
But if public player removes other players' object accidentally, he can't repair it by himself.
This will be a mission for Captain "Control-Click"!

Then one can allow the public player to connect to other players networks.
Some days ago, I played 'against' some AI players. It would have been convenient to 'help' the AI players by acting as public player. Instead I was forced to continuously switch player-side to delete a bunch of road tiles, where each was owned by a different company.
