You need a townhall and at least one res/com building. The menues could be much smaller.

What you need is a road which is already introduced in 1930 (default start year).
So, if you are using pak64, way.dirt_road.pak might be good.

So it's supposed to be a Simutrans benchmark for old computers, isn't it? As VS said, interesting project..
