Title: r2892 Win Pak64/128 CTD when enlarge map

simutrans r2892 - Windows GDI and SDL - pak64 and 128

This happens when I start a new game or I load a saved game and I enlarge the map, during enlargement, simutrans crash to desktop.

I tested previous nightlies versions:

sim-wingdi_2009-11-13_v102.2.1_RC_r2864.zip --> CTD
sim-wingdi_2009-11-12_v102.2.1Releasecandidate_r2862.zip --> CTD

sim-wingdi_2009-11-09_v102.2.1_r2859.zip --> NO CTD

I can confirm this. Here is a patch, which fixes the bug for me.

This is an updated patch. It works fine with the RC, could not test with trunk since I got unrelated crashes there.

Please recheck with revision 2897+.

I've tested in version r2910 with pak64, pak128, various sizes of maps, numbers of cities and numbers of citizens and the bug seems to be solved.
