I think now that city_road is immutable, when laying city_road (using public service map tools), it should check to see if sidewalk/underpavement exists, and if not, build it. (Or always build it if that would simply overwrite it if it was there)
or simply ignoring sidewalk and embedd it in rouad graphics... :::)
Why were city roads made immutable in the first place? It's extremely annoying as I really like marking out major roads by using a different pavement for them. :-[
Well, I'm using the most recent Pak128 and Simutrans version 102.2.2. If you switch to Public Service and go on 'Map Editing Tools', there's a free tool called 'City Road'. When you use it, the sidewalks are built automatically.

Sidewalks are only built if you are laying road where no road exists. Try laying city_road on top of existing road, and you will notice that no sidewalks are built.
Nothing has changed (that I'm aware of) since my first post - the city_road tool has built sidewalk for as long as it has existed. :) But it has never built sidewalk when roads are being replaced. Even when you CTRL+CLICK to build the slower city_road on top of / to replace higher speed road.
The only way to get sidewalks is to destroy any existing road, then build the city_road.
...unless I'm missing something. Which is always possible. :)
