Title: r2018 - Ground level of ppm preview on new map window is one level low

simutrans r2018 GDI

When I load ppm file, ground level of preview in new map window is one level low.

In r2020.
Preview seems to be well.
But water level of minimap window is one level high.

EDIT:
Preview on new map window is also one level high without height map.
