Have you start th server with "-server"?
Which ST version do you use? The current nighlies are from stable brunch, where no network mode exists.

If you use the new nighlies you do not have a network mode.

Either compile one yourself, or take the nightlies 102.3 (not the stable release candidates)

The most recent ones are the nightlies sim-***_2010-01-27_v102.3_r3055.zip

However, in the meanwhile some bug with networkmode were fixed.

If you want to use the versions from the nightly page (rev 3055) then do not use undergroundmode, do not press ctrl, as this was buggy (is fixed in the sources but no new nightly was compiled)
