I just downloaded simutrans and pak 64. I try to run the game and it comes up with FATAL ERROR Cannot read city rules.tab
can anyone shed some light on what is wrong?
Well, the program cannot read the cityrules.tab... ;D
This file can be found in the config directory of your pak directory, e.g. if Simutrans is your directory where Simutrans is installed then the file should be at Simutrans/pak/config/cityrules.tab.
If it's there then something odd is going on. It might be corrupted for instance. In that case a redownload of pak64 seems to be in order.
If it's not there then you either unzipped the pak directory in the wrong directory (the content should be in Simutrans/pak) or not all the files have been unzipped. Again a redownload might help.
