I should have the 99.17.1 pak128 and all the necessary add-ons installed. Is it normal that the old save cannot be loaded?

I just tried with a small basic savegame from 88.10.5 - and I could load that (no addons at all).

So maybe you forgot some addon...?

However, start simutrans with parameters -log 1 -debug and look into the then-created simu.log - the last 10-20 lines will give you some idea to what caused the crash.
