You got it almost. The report is about Bavarians, not about Germans.
Besides, I have seen far poorer ideas among them.

There's a (modern) Czech saying "excavator sits in tree and knits cocoa" used in joke as response to "what's going on?". Looks like it is no longer good enough :D
