Title: r2052 - AI fails to build brigde next to slope (wrong ribi)

AI often fails to build brigde next to slope, but sometimes success.
I don't know difference.

Because of the change in r2422. This problem less happens than before.
But the problem of wrong ribi is still exists.
Can someone solve this problem ?
