Title: [solved]r2109 - Crash opening finance window if hq is max level

simutrans GDI

How to reproduce:
1. Build max level headquarter.
2. Close finance window
3. Open finance window again

Result:
crash.
Tested in r2119, and didn't crash any more. thank you.
