I feels this applies for all pak set. I would be good if we could modify this. (except I know STExp uses other figure for growth weight for that 10%) Quote Selected

Such as, currently, citybuildings are fixed at 1x1 tile.Oppositely, cur buildings can be different larger size and even in rectangular.There could be more vatiation is lot size. Currently, we can already apply citybuildingish name and graphic on curbuildings.But at 17%, it does not do its weight.Although, if cur building must be counted as population.
