Industry .dat files

I'm having trouble working out what all the different settings in the industry .dat files are in order to balance my British Industry set.  I've tried looking on the wiki but it isn't quite complete.  Could anyone please explain what all the various settings like productivity, capacity, suppliers, and factors all mean?  Especially so for the chance factor.  I thought this was self-explanatory, but having set all my new industries to chance=5, (and with all other settings the same), some get built regularly and others not.  Also is 4 more or less likely than 5?  Thanks!

The tree delivers to the shop. That works. You must play with settings and look into the game. Than you need a short time to understand it. But make small changes. Too big changes can be confusing.

What Frank wants to say, is that chance does not work for factories (this parameter came later) The correct one is DistributionWeight.
