[patch] Remove powerlines

With this patch you can remove a whole track of powerlines (like removing rail tracks or streets). You have to expand your (special) toolbar with something like this (wrong icon)

toolbar[8][15]=general_tool[17],16,,128

[ vehicle_besch_t::typ is now sint16, since powerline_wt = 128, which isn't a sint8 (-128..127). ]

Do you know....

I was going to suggest that very thing in extention requests.

I was just going to wait until I'd been around long enough to make extention requests.
