Tooltips in city statistics

(Don't know whether this is a bug or a missing feature:)

In the window "city statistics" (click on a town hall to open it), I get no tooltips (tested: r2369 win-SDL). These would be quite helpful to understand the meaning of the controls.

I propose to add tooltips for the buttons and also (especially) for the two small maps.

Tooltips must be explicitely added by the programmer. Mostly easy to be done but for the map.

EDIT: Do you mean the history button? Then this is rather a translation issue.

How about a caption for the maps - this would help, too. And maybe that could get a tooltip for further explanation?

I guess that this is self-explaining. I just can't get used to the fact that the timeline goes from right to left.  :)
