[bug r2762] There is no tooltips on front most window

Click and activate window, but no tooltips are shown.

I don't know if it is the same but ..

There is not show the prices of bridges, streets, tracks .... when you put the cursor on the icon (not click)

In 1742 it works

It is important for new player!

SHoudl also work in recent revisions again.
