Industry Expansion - when?

Hi all ... long time no see.  Stupid work getting in the way of fun!

I have picked up a copy of the second most recent (102.2) , and haven't updated yet.  Must say, love it.  Lots of new toys.  Glad to see pak128 continuing to develop!

One question I can't seem to figure out.  When a new industry is built (say supermarket in pak128), only one chain is completed initially.  Then, at seemingly random times, the rest of the chains get filled in.  In watching city populations, it does not seem to be related to industry growth (which is 5k in pak128)...  so when does an industry choose to expand?

Generally its defined at each X growth for each city.
From my experience, it is only a index and it seems working little differently.
For example, I have none of cities on map grew 2000 population and yet
there was a new industry emerging.
Which reflects your observation. :)

The 2000 (or 5000) is an internal counter, that can only grow. Shown in the info windows is the counter calculated from all houses. Usually the are close to each other, with the execption of deleting many houses.

Also growth is triggered if any city hits 2000 4000 8000 16000 and so on, not the city the supermarket is in.

So, is completing an industry chain favored over building a new industry chain?
