City attractions outside of city

May be this is not bug but I would like to know it ...
Some time ago I noticed city attractions grow also outside of city ...

Western city limits may be not visible on picture but they go by north-south track - but very close to cattle farm what is on the west of city one city attraction appeared. That attraction is greenhouse from Pak128.Britain - and it is visible as small ?grey rectangle close to orange square on the west. But also other two city attractions (park and greenhouse from Pak128) appeared outside of city.
