[PATCH] FIX: set `Percent Electricity' in new game dialog

sets->set_electricity_promille was given the amount in percent, not
promille.  This was introduced in r2151.

Oh, and I wondered why it didn't work well ::)

My projects... Tools for messing with Simutrans graphics. Graphic archive - templates and some other stuff for painters. Development logs for most recent information on what is going on. And of course pak128!

Why was this moved to 'Solved Bug Reports'?  The patch wasn't applied to SVN yet.
