How to set up menuconf.tab for the new house buying tool?

I notice that, in the latest nightlies, there is a tool that allows purchases of city houses to stop them from being repurchased. How does one add a tool for this in menuconf.tab? Presumably, this ought be in "special construction tools"?

trythis in menuconf.tab:

a and b icon and cursor image number

toolbar[x][y]=general_tool[35]

choose suitable x and y
