[bug r2550] Powerline on vertical slope

If I use slope tool on powerline, network is still working.
But after save and reload savegame, network will be broken.

And I can up/down tile on transformer station, too.

Solved in r2555. Thank you.

Other problems.

- If I up tile on marker, marker will become "undef".
- A pond on artificial slope is strange but is not a big problem.

Thank you. Marker problem is solved in r2561.
But pond problem is still exist.

I think d->get_besch()->get_phases()==2 or d->get_besch()->get_phases()!=16 is correct.

Should be solved.

Did somebody actually checked this? Otherwise it needs to stay where it was!
