[bug? nightly] Displaying station labels

As a test, I made 4 stops, on elevated way, on ground and on 2 different level of underground. (elevated, ground, under01, under02)
In simutrans v102.0, station label of all 4 stops was always shown both on ground view mode and underground view mode.
But in current nightly, it behaves like this.

On ground mode:
shown - elevated, ground
hidden - under01, under02
On full underground mode:
shown - ground, under01, under02
hidden - elevated
On sliced underground mode (under01 height level):
shown - ground, under01
hidden - elevated, under02
On sliced underground mode (under02 height level):
shown - ground, under02
hidden - elevated, under01

Is this intended and is this the best way ?
Or are all station labels should always shown in any mode same as older vresions ?
Or at least, are all station labels should always shown in ground mode ?

Some people are feeling current bahavior as inconvenient and thinking it a bug.

This also happens with the labels (edit: and city names).

A quick fix would also show all labels regardless of tile height. Is this acceptable?

Here is the patch, it does not distinguish between station names, city names, labels. All are these things are shown in all underground modes (if switched on).

I guess this was the original behavior before sliced-underground mode came.
