[bug] Ctrl+V should be ignored when text input isn't focused

Windows SDL, GDI
If you used Ctrl+V when input isn't focused, simutrans recognize each character as commad.
Ctrl+V should be ignored when text input isn't focused.

[EDIT]
For example.
1. Start simutrans with pak128.
2. Copy text below to clipboard

Quote
Stesttest
Ltesttest
cX

3. Activate simutrans window.
4. Press Ctrl+V

Result:
1. Save game as testtest.sve.
2. Load testtest.sve.
3. Take a screenshot
4. Quit simutrans.

Keep it under another shortcut as macros! ;D

My projects... Tools for messing with Simutrans graphics. Graphic archive - templates and some other stuff for painters. Development logs for most recent information on what is going on. And of course pak128!

bug report no longer valid after all the changes to the focus system and after introduction of clipboard functions.
