Larger the value, more overall p****engers, smaller means opposite.2. suppose with p****enger_factor=16, a building with p****enger level 1 generates 2 p****enger/day... then a building with p****enger level 20 will generate 40 p****engers/day. Its just a comparison between buildings generating p****engers and not an absolute number. Same for mail level. Quote Selected
