[patch] River creation: more springs in mountains.

Patch will create a lot more springs in mountain areas. => more navigable rivers in valleys.

This is a little too radical: If there is only one higher mountain on the map, all rivers will start there, since no minimum distance is enforced. But principally the idea of quadric (or some other superlinear weight) is good.
