The changes from one revision to the next are usually limited to very few files or objects, so a fresh download is rarely needed. However, it depends on the user whether a fixed problem is annoying or harmless.
I don't know if there exists anonymous access to the SVN repository, because then you could look it up.
OTOH, with the size of Pak128, it makes sense to think about a delta archive.
