Hiding psg. tab in depot

What:
Hide p****enger vehicle tab if none are present and something is on electrics tab.

Motivation:
Tram depot always starts with open psg. tab, where is usually nothing. This hides that tab and thus makes electrics default tab.

Btw, pak64 has electric tram wagons on psg. tab - setting engine type would fix that.
