[fix] wegbauer and crossings

This patch will fix a issue with wegbauer and crossings:

 If a tile has, e.g., a road, no check for crossings is done. So if you have a straight rail track with roads crossing consecutively, you can build a road directly over the rail track.

This patch forbit to cross other player's rail. Is this intended ?

Foe example, player 1's rail and cityroad is crossing, but other player can't use this crossing.

But on the other hand it is not possible to cross other players rails with roads! So using other players crossing creates a loophole here.

This is intended, as I can also use other player roads.
