[PAK 128] - when is the townhalls "upgraded"?

Just a quick question: when is townhalls upgraded in pak 128? How large must a village be to get the larger townhall?
Hoping to soon see it happening in my story of BBBR.

I think that a new town hall is built after a village reaches 5000, 10000, 15000 and 20 000. Or something around that...

make sure you deliver goods to the cities so the grow.

pak128 - 4000, 8000, 16000 32000

But this depends on inner counter. So, we can't expect when it will happen.

So:
< 4000 - village
4000 - 8000 town
8000 - 16000 city
16000 - 32000 "large city"

32000 < metropolis ?

Or does anone have a better suggestion?
