For industries however it is okay when only one tile is covered. You get all the p****engers/mail. Quote Selected

It means something, but only if Simutrans was actually able to create the towns. In your case it seems you used a starting year (and/or climates) which is unsuitable for the pak.Try a starting year and climate setting that actually produces towns, and p****engers should show up.
