How to invite industry or tourists

I have read in one guide to invite industry or tourism. In the guide there are:

Choose Factory Builder from the World Edit Tools
You can now choose to build the particular factory you wish (for example a Chemist)
Choose the Location for your new Factory.
but I don't have "world edit tools" button...
I use nightly simutrans in linux.

I guess it forgot to mention that you must change to public service player (SHIFT+P). The factory builder tool is at top toolbar >> Special Construction tools >> Map Editing Tools.

When you change player using Shift+P or the P+ icon under Special Construction, your Line Management icon will turn to World Edit icon (in 102).
