in game help files included in SimuTranslator

12 files not used in all languages:

game_control.txt
use.txt
removal_tool.txt
window.txt
inspection_tool.txt
about.txt
bridges.txt
vehicle.txt
param.txt
mouse.txt
signals.txt
underground.txt

the file keys.txt is no longer necessary

keys.txt is automatically generated by Simutrans
