Well, we almost always help anybody but you must understand that this is not a call center, where you ask for help and we quickly answer you. You always must be patient..
Now, back to the topic, you can try this dat file

It worked for me. You should get a 7.85 KB pak file called building.COM_96c_Office.pak.. I guess the problem was you where using the dims attribute in a comercial building but I'm not sure at all.
I also tried it with your original dat file and what I got was a 69 Bytes pak file (such a small size usually means there has been problems) a message at pakhelper log file:
