[bug r2645] Building transformer while in public player results in odd behavior

It seem that something is corrupted in position checking while in public player mode. It's actually possible to build transformer stations WITHIN factories. After removing them, factory will remain crippled. Saving with transformer inside factory will ****ert-crash game during load.

ah sorry, that's right.

Anyway, that's kinda buggy behavior. Shouldn't this be fixed?

this is forbidden to public player in revision 2646
