Headquarter can build only with enough money

With the latest nightly 102.1-2711, it is possible to build a headquarter, if the player have enough money.

If the player don't have enough money. You show a message that you don't have enough.

I think, this is a great work from prissi. This is good fun in game. The player have now a real task, build the highest headquarter.

This has been in Experimental for a long time... ;-)
