Controlling industry generation in simuconf

Can I modify the industry generation (the rate/amount at which factories appear on my map) in the simuconf tab file?

You can alter this parameter,but the parameter governing the industrial growth
is located at cityrules.tab under the Pak\config folder.

"# at which number of inhabitants we need a new market?
industry_increase_every = 2000"(Just after a few parameter about the cities...)

(Also, for ...\simutrans\config\Simuconf.tab,
the parameter comes to industry production, connection matters,
but not for setting the growth rate of factories.)
