Stop Waiting chart is useless?

BTW, playing Experimental 7.0 running with 102.2 stable, so apologies if this has been addressed in a later version already.

As I see it, the Waiting chart for a stop is useless. Of course, I am playing Experimental, so p****engers go away, unlike in Standard, but I would still allege that it's not very useful as it stands. The problem is that it shows the end-of-month number. This makes sense for the other charts. (Unhappy, for example, accrues over the month.) Waiting, though, should show the maximum number of p****engers/mail/goods that were waiting in any given month. If there are 156 p****engers at a stop on August 30th and 151 are picked up on August 31st (leaving 5), then the waiting chart shows 5 when I look at it in September. I fail to see how this is useful at all. Please let me know if I'm missing something?
