[bug ex 8.1] convoy ignores weight after platform choose signal

found a minor bug in 8.1

If there are more than one platforms to choose from, but certain platforms are tracked with a lighter duty track and that's the only platform available, the convoy will select that platform, enter it and get stuck because it's too heavy.
