[patch] Vehicle steady speed at speed limit

What I'd like to see is for fast vehicles to slow to the speed of the vehicle in their way instead of stopping and accellerating. They're wearing out their brakes and burning fuel to accellerate. hehe. Of course, if they can p****, they should, but if not, they should match speed.

I saw this implemented for trains in experimental, however it's not for road vehicles.

this would definitely be great, for all vehicles!
