hq_level of both building.HQ1.pak and building.HQ2.pak is zero.
So, I can't upgrade from HQ1 to HQ2.

hq_level of building.HQ2.pak should be 1.

For the record: fixed in rev.58. (The change from HQ1 to HQ2 is really extreme - some levels in between would be nice.)
